Haiti’s transitional presidential council ceded power to U.S.-backed Prime Minister Alix Didier Fils-Aimé on Saturday as the country prepares for its first general elections in a decade. The council was established two years ago but has failed to quell the gang violence plaguing the Caribbean country.
