According to Podevin-Favre, Lyhanna’s death is not an isolated tragedy. This is a “systemic failure” that has been identified, documented and reported repeatedly for years. The central problem is not the lack of evidence, expertise, recommendations or even financial solutions. The murder suspect had been the subject of multiple complaints and investigations into allegations of sexual abuse of minors, supported by medical evidence, dating back at least to 2017. And yet, the justice system never followed up.
