When Boris Johnson set up the Covid Inquiry, he vowed it would "rigorously" investigate the Government's handling of the pandemic.

However, the Cabinet Office is thwarting the investigation by refusing to hand over his WhatsApp messages. These could provide crucial insight into the decisions made and why so many died in nursing homes.

They can also offer more details about illegal parties during Mr Johnson's time at No 10.

If the investigation cannot establish the facts, no lesson can be learned. To top it off, Mr. Johnson relies on taxpayer-funded lawyers to advise him on his response to the investigation.

He also did not explain why his special adviser misled the Mirror by denying that she had been speeding.

Mr. Sunak had the opportunity to keep his promise to restore integrity and transparency in government.

He really failed this test because he is simply too weak to stand up to the right in his ramshackle party.
