Rishi Sunak said the destruction of Ukraine's Kakhovka dam would mark a "new low" in the conflict if Russian forces were held responsible.

The Prime Minister said the immediate priority was the humanitarian response to the disaster, which flooded villages, endangered vital crops and threatened drinking water supplies.

Mr. Sunak, speaking to reporters as he traveled to Washington for talks with US President Joe Biden said if this was an intentional act to blow up the dam, it would be "the greatest attack on civilian infrastructure" since the beginning of Vladimir Putin's war.

He said the attacks on civilian infrastructure were "appalling and wrong".

Kyiv blamed the forces Russians for blowing up the dam and hydroelectric plant in an area that Moscow has controlled for more than a year, while Russia blamed Ukrainian bombardments in the disputed area.

Mr. Sunak said, "Our military and intelligence agencies are currently reviewing the matter, so it's too early to anticipate this and make a final judgement.

"But what can I say, is that if intentional, it would represent, I believe, the largest attack on civilian infrastructure in Ukraine since the start of the war, and would simply demonstrate the new lows we would have seen in Russian aggression.< /p>
