Government revises sanction for maintenance of streetlights

The Telangana government has accorded revised administrative sanction of ₹1,720.83 crore for the comprehensive operation and maintenance of 7.60 lakh LED streetlights in the Greater Hyderabad Municipal Corporation (GHMC), Cyberabad Municipal Corporation (CMC) and Malkajgiri Municipal Corporation (MMC) areas for 10 years.

Under orders issued by the Municipal Administration and Urban Development Department on November 3, 2026, the government approved awarding the contract to a joint venture of BAC Infratech Private Limited and Vinci Global Private Limited, the lowest bidder in the tender process.

The joint venture quoted ₹153.60 per streetlight per month, against the internal benchmark of ₹147, which is 4.49% higher. The total cost of operation and maintenance for 7,60,591 streetlights over 120 months works out to ₹1,401.93 crore, excluding taxes.

The revised sanction includes ₹252.35 crore towards GST, ₹31.50 crore for engaging a third-party agency and ₹35.05 crore towards other applicable taxes and unforeseen expenditure, taking the total project cost to ₹1,720.83 crore. The earlier administrative sanction was ₹1,341.60 crore.

The government has also approved engaging Osmania University as the third-party agency to monitor the project, validate bills, ensure quality, assess penalties and verify compliance with technical specifications and service-level requirements.

The financial liability will be shared by the three municipal corporations based on their respective streetlight counts. Accordingly, the GHMC will bear ₹747.72 crore for 3,30,487 lights, CMC ₹419.16 crore for 1,85,258 lights and MMC ₹553.95 crore for 2,44,846 lights.

The GHMC has been designated as the nodal agency for the tender process covering the entire Core Urban Region Economy (CURE) area. However, separate agreements will be concluded with each corporation.

The 10-year contract is intended to ensure uninterrupted street lighting, reduce downtime of failed lights and introduce performance-based monitoring and systematic replacement of infrastructure.
