Ruto Awards International Leadership University Charter, Calls for Global Standards in Higher Education

NAIROBI, Kenya, Nov 5 – President William Ruto has formally awarded a university charter to the International Leadership University (ILU), granting the institution full university status in a milestone for Kenya’s private higher education sector. The award of the charter gives International Leadership University formal recognition as a fully fledged university within Kenya’s higher education system.

NAIROBI, Kenya, Nov 5 – President William Ruto has formally awarded a university charter to the International Leadership University (ILU), granting the institution full university status in a milestone for Kenya’s private higher education sector.

The charter was presented during a ceremony at State House, Nairobi, on Thursday, marking the culmination of the institution’s journey towards recognition as a fully fledged university.

Speaking during the ceremony, Ruto said the government was committed to ensuring that university education in Kenya meets international standards while supporting the country’s development priorities.

He emphasised that universities must go beyond academic instruction to nurture responsible, disciplined and visionary graduates capable of contributing meaningfully to society.

“Beyond imparting knowledge, the institution plays an important role in nurturing responsible, disciplined and visionary leaders equipped to make a positive contribution to society,” Ruto said.

The President said the award of the charter reflected the importance of strengthening institutions of higher learning as centres for developing human capital and preparing graduates to address emerging national and global challenges.

He maintained that Kenya’s university education system must remain competitive internationally while responding to the country’s skills and workforce requirements.

The Head of State identified the expansion of educational infrastructure and strengthening of the university funding model as key priorities in the government’s efforts to improve access to higher education.

He said the government was pursuing a more student-centred funding framework aimed at making access to quality university education more equitable.

Ruto noted that expanding access must go hand in hand with investments in infrastructure, improved learning facilities and the capacity of universities to deliver quality academic programmes.

He said the government remained determined to ensure that students from different economic backgrounds have opportunities to pursue university education and acquire skills relevant to the country’s development aspirations.

The President also highlighted the need to strengthen the role of universities beyond traditional teaching and training.

He called on institutions to position themselves as centres of research, innovation and knowledge creation, saying they should play a leading role in developing solutions to societal challenges.

According to Ruto, universities must contribute to technological advancement by generating ideas, supporting research and translating knowledge into practical solutions that improve people’s lives.

The award of the charter gives International Leadership University formal recognition as a fully fledged university within Kenya’s higher education system.

The institution’s leadership described the development as a significant milestone, noting that the charter sets out its vision, mission and governance framework.

Former Makueni Governor Professor Kivutha Kibwana serves as the university’s Chancellor, while Professor Timothy Kiruhi is the Vice Chancellor. Justice Daniel Musinga chairs its Board of Trustees.

The university was also presented with a ceremonial mace and official seal during the State House ceremony, symbols of its institutional authority and formal recognition.

The charter is expected to provide a framework for the institution’s continued development in teaching, leadership training and other academic programmes, subject to applicable regulatory requirements.

The development adds to the expansion of Kenya’s higher education sector, where private universities play a role in widening access to degree programmes and developing skills across different professional fields.

Ruto said the government would continue supporting reforms aimed at improving the quality, accessibility and relevance of university education as Kenya seeks to align its human capital development with national and global aspirations.
