Cenpower celebrates its journey and contribution to Ghana’s energy sector

Cenpower Generation Ltd (Cenpower), owner of the 350 MW Kpone Independent Power Plant (KIPP), has marked a significant milestone in its development journey by celebrating the decade since the power plant’s sod-cutting ceremony. Delivering remarks on behalf of the Minister for Energy and Green Transition, Dr John Abdulai Jinapor, the Ministry’s Director of Power, Suleman Abubakari, commended Cenpower for its contribution to Ghana’s energy security and described KIPP as an important example of what sustained public-private partnerships can achieve.

Cenpower Generation Ltd (Cenpower), owner of the 350 MW Kpone Independent Power Plant (KIPP), has marked a significant milestone in its development journey by celebrating the decade since the power plant's sod-cutting ceremony.

Held under the theme, "Powering Ghana's Future Through Reliable and Sustainable Power Generation," the celebration provided an opportunity to reflect on Cenpower's journey from a Ghanaian entrepreneurial vision to the successful development and operation of one of Ghana's major independent power generation facilities, while recognising its contribution to the country's energy sector.

The event brought together government representatives, shareholders, project financiers, and other energy sector stakeholders. Among those present were Her Excellency Professor Jane Naana Opoku-Agyemang, Vice President of the Republic of Ghana, and other distinguished dignitaries.

Cenpower's journey began in 2003 when four Ghanaian entrepreneurs – Samuel Nana Brew-Butler, Dr Jimmy Heymann, Michael Wilson and Kweku Awotwi – incorporated the company to help meet Ghana's growing demand for electricity.

To develop KIPP, Cenpower brought together Ghanaian entrepreneurship, international investment, and technical expertise to deliver the power project.

The project achieved financial close in December 2014, followed by the sod-cutting ceremony on 29 January 2015. KIPP subsequently commenced commercial operations on 10 June 2019.

Today, the 350 MW combined-cycle gas turbine plant supplies electricity to Ghana's national grid and contributes to the country's generation capacity. Since commencing commercial operations, the plant has supplied electricity equivalent to the needs of approximately one million households, reinforcing its role in supporting Ghana's electricity supply and economic activity.

Speaking at the celebration, Prof Jane Naana Opoku-Agyemang, Vice President of the Republic of Ghana, described Cenpower as an example of Ghanaian enterprise and the importance of private-sector participation in developing critical national infrastructure.

She noted that projects of this scale demonstrate Ghanaian entrepreneurs' ability to mobilise investment, build technical expertise, and sustain partnerships to deliver infrastructure that supports national development.

The Vice President also highlighted government's efforts to strengthen Ghana's energy sector through improved financial management, renegotiated agreements with independent power producers and the promotion of natural gas as a more cost-effective fuel for electricity generation.

She commended Cenpower for extending its contribution beyond electricity generation to community and environmental initiatives, including efforts to address plastic pollution and educate students on waste management and electricity conservation.

Delivering remarks on behalf of the Minister for Energy and Green Transition, Dr John Abdulai Jinapor, the Ministry's Director of Power, Suleman Abubakari, commended Cenpower for its contribution to Ghana's energy security and described KIPP as an important example of what sustained public-private partnerships can achieve.

He acknowledged the financial and operational challenges affecting independent power producers and highlighted the Government's efforts to restore financial discipline, strengthen investor confidence, and improve the electricity sector's financial sustainability.

He also noted that government's wider energy strategy includes increasing generation capacity, securing additional natural gas supplies, reducing dependence on expensive liquid fuels and modernising transmission and distribution infrastructure.

"Our objective is clear: a reliable, affordable and financially sustainable electricity system capable of powering businesses, industrialisation and economic transformation," he stated.

The celebration also highlighted significant developments in Cenpower's relationship with Government, particularly the renegotiation of its Power Purchase Agreement (PPA). In July 2026, Government approved the Amended and Restated Power Purchase Agreement and related agreements, intended to deliver greater value for Ghanaians while strengthening investor confidence.

Parliament also approved the refinancing of Independent Power Producers' obligations, including those of Cenpower, on 28 July 2026, supporting the project's long-term financial sustainability.

The development was marked by the formal exchange of documents for the Amended and Restated PPA between the Government of Ghana and Cenpower.

Under the revised agreement, Cenpower agreed to a US$66 million discount on outstanding arrears owed to the company, which at one point had reached approximately US$400 million. This followed the payment of approximately US$59 million to Cenpower in 2025 as part of government's efforts to settle legacy debts owed to Independent Power Producers.

In addition to the discount, the revised agreement extends Cenpower's existing PPA by 10 years and reduces the tariff charged by the company. These arrangements are expected to support the plant's continued operations while contributing to efforts to improve the financial sustainability of Ghana's power sector and strengthen the partnership between Government and Cenpower.

Speaking on the agreement, Samuel Nana Brew-Butler, Chairman of Cenpower Generation Ltd, described the US$66 million discount as a sacrifice the company was willing to make in support of Ghana's broader energy sector objectives.

"So we are able to do the exchange of this document, which is the amended and restated Power Purchase Agreement, which allows us to give a whopping discount to all of you here. So, $66 million. If you remember, I said at one stage, what was outstanding was about $400 million, but it's our country, so that sacrifice had to be made," he said.

He also acknowledged the 10-year extension granted by the government and the tariff reduction under the revised agreement, describing the development as an important step toward a more sustainable future for the partnership.

Mr Samuel Nana Brew-Butler also reflected on the challenges the company faced in developing the project, acknowledging the financial uncertainty and difficult negotiations that marked parts of its journey.

He said the company's determination to find a sustainable solution, supported by continued engagement, constructive negotiations, and its partners' commitment, helped it reach this important milestone.

"It was a hard road to travel, but we did not turn back. We persevered, we kept faith, and today, we have reached an important milestone," he said.

Looking ahead, Mr. Brew-Butler outlined Cenpower's plans to expand its investments into renewable energy. These include developing 3 MW to 5 MW of rooftop and car park solar capacity at the Kpone facility, as well as a 100 MW solar photovoltaic and battery energy storage project in the Savannah Region, with construction of the first 50 MW phase expected to begin in 2027.

He said the investments would support the company's transition to cleaner energy, improve operational sustainability, and complement conventional power generation in Ghana's energy mix.

Cenpower's contribution to the energy sector has also been recognised internationally for its operational performance, including recognition under the Operational Reliability Analysis Program (ORAP). This reflects the company's focus on maintaining reliable plant operations and operational standards within the power generation industry.

Beyond electricity generation, Cenpower continues to support the development and wellbeing of its host community through employment opportunities, scholarship support, infrastructure development, and environmental initiatives.

At the celebration, Cenpower handed over 100 solar-powered streetlights to the Kpone community as part of its community initiatives, with support from its shareholders. The initiative is intended to improve public lighting and support community safety.

Theo Sackey, Chief Executive Officer of Cenpower Generation Ltd, welcomed the Vice President, government representatives, traditional authorities, shareholders, partners and other stakeholders. He acknowledged the support and commitment of the individuals and institutions that contributed to the company's journey, including those unable to attend the celebration.

The programme included reflections from Cenpower's leadership and project partners, the exchange of documents for the amended PPA, the unveiling of a commemorative plaque and a ribbon-cutting ceremony.

As Cenpower reflects on its journey, the company remains focused on its vision of becoming Africa's best Independent Power Producer while continuing to support Ghana's energy needs through reliable power generation and sustainable operations.
