NAIROBI, Kenya, Nov 7-The Kenya Army has moved to strengthen accountability among its senior commanders through the signing of performance contracts aimed at improving operational readiness, institutional efficiency and prudent use of public resources.

Commander Kenya Army Lieutenant General David Ketter signed the performance contracts with Formation Commanders at Kahawa Garrison, setting measurable targets for the implementation of the Service’s strategic priorities.

The exercise is intended to strengthen oversight and ensure commanders translate military leadership directives into measurable institutional and operational outcomes.

“The Performance Contracts provide a framework for aligning command efforts, optimizing resource utilization and strengthening oversight to ensure delivery of the Kenya Army’s mandate,” KDF said.

During the ceremony, Ketter challenged senior officers to maintain the Army’s performance despite fiscal constraints, emphasizing leadership ownership, disciplined execution and accountability for results.

He acknowledged the Army’s performance in the previous financial year, which contributed to the Ministry of Defence attaining a Very Good Rating in the Public Service Performance Assessment.

Ketter urged commanders to sustain the performance through improved operational effectiveness, efficient resource utilization and continuous institutional improvement.

The signing of the contracts was followed by the 2026 Formation Commanders’ Conference, held under the theme “Sharpening the Command: Focused Leadership, Total Readiness.”

The conference brought together Formation Commanders, Commandants, Chiefs of Branches and other senior officers to assess command performance, review force readiness and evaluate the implementation of resolutions from the 2025 conference.

Discussions focused on leadership effectiveness, operational preparedness, soldiers’ welfare, discipline, morale, cohesion and ethical management of resources.

The officers also examined institutional gaps and explored practical interventions to strengthen the Army’s capacity to respond to an evolving security environment.

The Kenya Army said the two engagements were aimed at aligning strategic priorities with measurable performance, reinforcing accountable leadership and maintaining a professional, cohesive and mission-ready force.

The initiative comes as the military continues to emphasize operational preparedness and institutional efficiency in delivering its constitutional mandate.
