CDABI president launches two books on digital asset regulation

President of the Chamber of Digital Assets and Blockchain Innovations (CDABI), Ghana Chapter, Dr Caleb Kwaku Afaglo, has launched two books on digital asset regulation to inform policy decisions and industry development in Ghana and West Africa. They are “Global Digital Asset Regulation Read from Accra: A Reference Report for Ghana and West Africa” and “Rules for a New Money: Building Digital Asset Regulation from Accra”.

President of the Chamber of Digital Assets and Blockchain Innovations (CDABI), Ghana Chapter, Dr Caleb Kwaku Afaglo, has launched two books on digital asset regulation to inform policy decisions and industry development in Ghana and West Africa.

The books were soft-launched in Accra on Thursday, October 22, 2026, on the opening day of MOBEX Africa 2026.

They are "Global Digital Asset Regulation Read from Accra: A Reference Report for Ghana and West Africa" and "Rules for a New Money: Building Digital Asset Regulation from Accra".

The main launch is scheduled for Thursday, November 12, 2026, at 0930 hours at the Africa Stablecoin Summit in Cape Town, South Africa.

CDABI, in partnership with Vessel & Light Publishing, published the reference report, the first volume in a new CDABI reference series.

It examines digital asset regulatory frameworks across Europe, China, Hong Kong, Singapore, Russia, South Africa, East Africa, West Africa, and the Gulf.

The 176-page report compares regulatory approaches to retail access, transaction monitoring, tax reporting, banking participation and central bank digital currencies.

It also presents 13 policy findings and outlines six decisions Ghana could consider without introducing new legislation.

The report draws on 313 sources and reflects legal and market developments as of September 30, 2026.

Dr Afaglo said Ghana enacted its virtual asset law, Act 1154, in December 2025, with the Bank of Ghana Virtual Assets Department (VAD) supervising the sector.

He said decisions on regulating digital assets would determine whether Ghana became an active participant in emerging payment systems or remained an endpoint.

He said the report provided regulators, banks, and industry players with a common evidence base for considering policy options.

"Rules for a New Money", authored by Dr Afaglo and published by Vessel & Light Publishing, describes how Ghana's virtual asset regulatory framework developed.

The book examines the policy trade-offs, discussions between regulators and industry players, and outstanding decisions concerning the sector's regulation.

Dr Afaglo said the book documented the reasoning behind Ghana's regulatory choices, which he said the final regulations would not necessarily explain.

He said Cape Town was an appropriate venue for the main launch because South Africa had developed a regulatory framework for crypto assets that other African jurisdictions frequently studied.

CDABI offers print copies of the reference report, while Vessel & Light Publishing offers "Rules for a New Money". Amazon is expected to list paperback and Kindle editions of both books after the Cape Town launch.

Gender Data Ghana calls for GES policy on child abuse investigations to be scrapped

Gender Data Ghana (GDG), a think tank focused on gender equality through research and advocacy, has called for the abolition of the Ghana Education Service (GES) policy that allows it to investigate allegations of abuse internally and transfer accused staff to other communities. “Since a policy cannot override a law and the Constitution, the policy of the Ghana Education Service is redundant if not unconstitutional and must be abrogated,” Gender Data Ghana said in a statement dated October 26, 2026.
