Teaching and learning across the nation’s technical universities are set to resume shortly following a breakthrough agreement reached between the Technical University Teachers’ Association of Ghana (TUTAG) and government authorities. The industrial dispute, which had threatened to derail the tertiary academic calendar, reached a decisive turning point on Wednesday, October 28, 2026, during high-level conciliation talks involving TUTAG, the Ghana Tertiary Education Commission (GTEC), and the Vice-Chancellors of Technical Universities of Ghana (VCTU-G).

A joint communiqué released at the conclusion of the deliberations indicated that TUTAG has committed to consulting its general membership with a view to immediately suspending its ongoing strike, paving the way for continued negotiations in good faith. The industrial action had been triggered by three primary grievances: delayed remuneration for post-retirement contract staff, a controversial policy directive making a doctorate degree a mandatory requirement for promoting Assistant Lecturers to Lecturers, and the proper designation of academic librarians as full academic staff.

Concessions and resolutions On the contentious issue of post-retirement contract salaries, the stakeholders noted that final administrative approval rests with the Ministry of Finance. To resolve the impasse, GTEC pledged to arrange a direct consultative meeting involving the Minister for Finance, university vice-chancellors, and union leadership no later than November 14, 2026.

In a significant concession regarding career progression, GTEC agreed to grant a waiver on the PhD promotion requirement for Assistant Lecturers and Assistant Research Fellows who had satisfied their respective institutions’ promotion benchmarks prior to July 31, 2025. Addressing the status of academic librarians, GTEC affirmed that it raises no objection in principle to TUTAG’s demands.

It was agreed that the National President of the University Librarians Association will draft and present a comprehensive technical paper to guide final implementation. Reaffirming their mutual commitment to maintaining industrial stability, all parties underscored the necessity of sustained dialogue to prevent future disruptions to higher education in the country.
