The Delhi Police, on October 17, 2026, gave the go-ahead and issued a no-objection certificate (NOC) for the protest rally, but subject to certain conditions. as reported by The Hindu and news agency ANI. It also mandated that prior permission from the land-owning authority is necessary to hold the rally.
Speaking to The Hindu, Deputy Commissioner of Police (Central) Rohit Rajbir Singh said that the Congress party had sought permission only for a rally at Ramlila Maidan on November 1, which was granted subject to several conditions. Ramlila Maidan is one of the three designated protest sites in Delhi after Jantar Mantar was de-notified.
Any violation of the conditions could lead to legal action or revocation of permission, as per the permission letter.
The planned rally is part of a series of protests by the Congress and other Opposition parties to demand the resignation of CEC Kumar over Special Intensive Revision (SIR) and alleged electoral irregularities. The INDIA bloc has also planned a “public impeachment” of Mr. Kumar at Congress president Mallikarjun Kharge’s official residence in New Delhi on October 30, ahead of their November 1 rally.
