Venezuela begins releasing prisoners as Rodriguez promises return of exiles

Acting President Delcy Rodriguez pledged Monday to welcome home Venezuelans living abroad following a new amnesty law, as authorities released dozens of political prisoners and announced a thaw in relations with the West.
