European Union leaders will meet in Brussels on Thursday in a bid to unlock a 90 billion euro loan for Ukraine, with funding held up by a dispute between Hungarian Prime Minister Viktor Orban and Ukrainian President Volodymyr Zelensky over damage to a key Russian oil pipeline.
