IG warns police against criminalizing civil cases

Inspector General of Police Usman Baba has warned police across the country to streamline their investigations, end the threat of criminalization of civil cases and stop meddling in cases such as land cases, debt collection, matrimonial cases and cases already pending before the court.

Baba made the statement during the Police Strategic Leaders Meeting held at the Goodluck Jonathan Peacekeeping Hall, Force Headquarters, Abuja.

Noting that his administration had banned the indiscriminate transfer of cases from lower commands to higher commands to curb such excesses, Baba said professional infractions would be dealt with with tougher disciplinary measures and penalties, so that the burden of garnishment orders would rest solely on the individuals implicated in such wrongdoing.

Baba said, "Another critical issue to discuss at this meeting is the threat of police criminalizing civil matters. Since the beginning of my administration as IG, I have maintained a position and deployed several directives and correspondence to advise you all of the need to streamline our investigations and to caution officers and men against interference in civil matters such as land matters, debt collection, matrimonial matter and matters already pending before the courts.

"It is for the same reason that I have prohibited the transfer of cases from lower commands to higher commands without discrimination. I assure you that in future, the force management team under my leadership will see such professional misconduct with more severe disciplinary measures and penalties, so that the burden of garnishment orders will rest solely on those involved in such professional misconduct.You are hereby warned to instill this discipline in your officers and men so that you are not held vicariously responsible either."

The Chief of Police also noted that the NPF leadership would not tolerate the continued violation of any of its policies or regulations by officers, in particular the social media policy and the oath of secrecy in handling the confidentiality of correspondence.

“For your sake and for the benefit of the organization, you must all make this a matter of lecture time and time again to your officers and men. Anyone caught in the act of disobeying lawful orders shall be blamed” , he added.

Baba also revealed that two deputy inspector generals of police and other officers would soon retire, adding that some officers would be promoted to fill the vacated places while reiterating that 31,465 police officers had recently been promoted by him.
