Gaby Hutchinson, 23, and Rebecca Ikumelo, 33, died of their injuries after fans rushed to try to catch a show at the venue on December 15.
A third victim remains in critical condition.
Gaby's partner, Phoebie Turley, said Gaby - who used the pronouns "they" and "them" - "didn't deserve this".
