Cruise says hostility toward regulators led to grounding of its self-driving cars

The approximately 100-page report was compiled by a law firm that Cruise and G.M. hired to determine whether Cruise executives misled California regulators about an October crash in San Francisco in which one of its vehicles dragged a woman 20 feet. The review found that while leaders did not intentionally mislead state officials, they failed to explain key details of the incident.

During meetings with regulators, managers broadcast a video. The details of the accident "speak for themselves" rather than fully explaining how one of its vehicles - part of Cruise's self-driving taxi service in the city - seriously injured the pedestrian. Executives then focused on protecting Cruise's reputation rather than giving a full account of the incident to the public and media, according to the report by law firm Quinn Emanuel Urquhart & Sullivan. p>

Cruise also said the Justice Department and Securities and Exchange Commission, along with state agencies and the National Highway Traffic Safety Administration, are investigating how they had handled the incident.
