The D.A. says Trump ordered Cohen to delay payment as long as possible, hoping they could wait until after the election and then stiffen her.

The indictment also raises what the D.A. calls Trump's "catch-and-kill" agenda with AMI, the National Enquirer's parent company. This alleged scheme involves a payment of $150,000 to a second wife.
