Insecurity: Buhari launches the National Crisis Management Doctrine

The President, Major General Muhammadu Buhari, launched the National Crisis Management Doctrine in Abuja on Friday.

The doctrine, he said, would bridge the gap created by the massive deployment of security services by fostering collaboration between ministries, departments and agencies.

According to a statement signed by his Special Advisor on Media and Publicity, Femi Adesina, President Buhari noted that the NCMD shows his regime's renewed promise and commitment to managing the country's crisis.

The statement is titled “President Buhari Launches National Crisis Management Doctrine”.

Speaking at the launch, the President commended the efforts of National Security Advisor Maj. Gen. Babagana Monguno (Retired), his staff and members of the task force from various stakeholders MDA for outstanding doctrine development work.

He described the NCMD as an important step in recognizing the need for collective efforts to achieve coordinated, effective and efficient national crisis management.

"This shows the renewed promise and commitment of this administration to manage the crisis in the country," the president said.

He recalled that at the start of the regime, Nigeria faced multiple security challenges ranging from terrorism and kidnappings to armed banditry, ethnic militia attacks, oil theft, rape, drug trafficking weapons and various acts emanating from violent extremism.< /p>

Buhari said, “The emergence of the terrorist group Boko Haram, along with bandits and kidnappers in Nigeria, has dramatically changed the security situation in the country, creating panic in the minds of the people.

“These and other security challenges facing the nation tend to stretch the deployment of our security agencies, resources and national security apparatus.

"Due to the dynamics of these crises, the Office of the National Security Advisor revised the National Counterterrorism Strategy which I approved in August 2016.

"This strategy includes certain workstreams that include the Preparedness and Implementation streams that aim to mitigate the impact of terrorist attacks by building resilience and redundancies to ensure business continuity; and a framework for mobilization of coordinated intergovernmental efforts, respectively.

“I am pleased that the Office of the National Security Adviser has continued its efforts to implement NACTEST by coordinating relevant ministries, departments and agencies to develop national crisis management doctrine,” said he said.

Buhari therefore urged NAHO to continue to coordinate with crisis response stakeholders to achieve greater success.

President Buhari also thanked the UK government for their collaboration in developing the Doctrine and the US government for their support, urging them to maintain the relationship.

In its remarks, the NSA explained that work on the doctrine began in 2014, but received impetus after the President approved the revised NACTEST, which has five workstreams: Prevent, Secure , identify, prepare and implement.

Monguno noted that NCMD, which is a subset of NACTEST, completes workflows for “Prepare” and “Implement.”

He said: “Doctrine provides a detailed methodology for national crisis response, outlining how the various MDAs involved should interact at the strategic, operational and tactical levels.

"It should be noted that the NCMD can be used to manage both malicious threats and civil emergencies through the general principles outlined therein."
