NOA and DIA accuse security agencies of non-kinetic responses to insecurity

The National Orientation Agency (NOA) and the Defense Intelligence Agency (DIA) have rallied security agencies to adopt non-kinetic responses to the security challenges that have plagued the country for more than a decade.

NOA Chief Executive Officer, Dr. Garba Abari, in a conversation with stakeholders on the recommendations of the National Summit on Non-Kinetic Response to Insecurity, said NOA and DIA have launched a 2-day summit on non-kinetic approaches to insecurity and inter-agency collaboration in December 2021 to discuss a non-kinetic approach to addressing insecurity in Nigeria through collaborative synergies.

Abari said the Summit had identified key issues; produces policy priorities, policy issues, recommendations, and multi-stakeholder approaches for communities, non-state military actors, faith and community leaders, NGOs, and federal and state governments.

“Today, we are here to explore areas of synergy, aimed at deploying effective non-kinetic strategies against insecurity in Nigeria. That is why we are gathered here today.

"The goal is to engage in a conversation that will generate ideas that will add value to the recommendations produced at the National Summit and, together with you, our stakeholders, to devise strategies for the implementation of the recommendation and political issues in a synergy of collaboration and partnership,” he noted.

The head of the Defense Intelligence Agency (DIA), Major General Samuel Adebayo, said in his remarks that non-kinetic responses to insecurity play a vital role in other lines of defense. security operations in conflict resolution, ensuring safe and credible elections, improving capacities for human security and social resilience across the country.

Major General Adebayo, represented by Mrs. YM Olobayo, said that the National Guidance Agency is one of the main partners of the DIA in projecting government programs and policies and in channeling non-kinetic responses toward national security objectives.

“It is therefore imperative that, as partners in progress, we collectively foster capable and responsive mechanisms that support and enhance national security. As the 2023 general elections approach, the NOA, DIA, all government agencies, stakeholders and Nigerians have key roles in reducing the dynamics of election-related conflict while promoting peaceful conduct,” he added.
