A prominent Tory who has been embroiled in cash-for-access scandals is being considered for a peerage on Boris Johnson's House of Lords wishlist, according to the Sunday Mirror.

It is understood that Tory Chairman Ben Elliot - whose company has been accused of selling access to Prince Charles and boasting links to 'Russian elites' - is lined up for a gong in the list of Prime Minister's resignation honours.

And other big donors are being discussed - many believed to be members of Mr Johnson's 'advisory committee' of donors who would have access to senior ministers in exchange for one more donation of £250,000 to the party.

They include John Gore, a Bahamas-based donor who funded the party to the tune of £4.2million, and David Ross, the founder of Carphone Warehouse who organized a Caribbean getaway for Mr Johnson .

Mr Elliot's company Quintessentially was accused in August of introducing clients of the company to Prince Charles after he spent £15,000 on a high-profile subscription to the service.

At the time, a spokesperson said the meeting with Prince Charles was "entirely to help raise money for charity".

Following outrage after the invasion of Ukraine, Quintessentially closed its Russian office and Russian language website; a spokesperson said the company was "actually out of Russia".
