Overwhelming evidence suggests that Russian troops committed more than 58,000 wartime atrocities, making Ukraine the largest crime scene in the world.

Investigators say Moscow waged an all-out war, breaking international law with a horrifying catalog of murders, sexual assaults, kidnappings and indiscriminate bombings.

At least 600 incidents violating the laws of war result in tens or hundreds of civilian casualties, multiplying war crimes records by thousands of individual offenses.

But many commanders and officials are fugitives, having fled to Russia, raising fears that lowly soldiers may bear the brunt of the allegations.

In addition, Ukraine revealed on Friday that more than 15,000 people were missing across the country.

Karim Khan, chief prosecutor of the International Criminal Court in The Hague, said: "Ukraine is a crime scene."

Baby-faced tank commander Vadim Shishimarin, 21, was the first Russian to be tried for war crimes and upon surrendering he was sentenced to 15 years in prison on appeal.

He shot a 62-year-old civilian in the head under his orders.

Critics said the original life sentence was excessively harsh, as he confessed, said he was following orders and expressed remorse.

But Ukrainian prosecutors have not yet been able to indict the commanders.

Ukraine has named more than 600 Russians, including many high-ranking political and military officials, as suspects, including Defense Minister Sergei Shoigu.
