Economists suggesting California pay $800 billion in reparations to black citizens weigh a ton of factors beyond ancestry...and the vice chairman of San Francisco's reparations board says, all things considered, that's actually pretty fair.

Tinisch Hollins joined us on "TMZ Live" on Thursday, giving us insight into the many things repair advisory boards consider when developing estimates, including things like the variance of racial wealth, discriminatory housing practices such as redlining, and loss of property due to race.

While the $800 billion figure has been suggested for the state, San Fran is considering a separate payment — perhaps $5 million per eligible person — and she acknowledges that the large dollar numbers create a " sticker shock"...for everyone, whether you're for it or against it.

As we reported, Governor Gavin Newsom has been pushing this for a few years, seeking to determine how much black CA citizens could potentially receive in reparations.

Tinisch says it's also important to remember that numbers reflect value, not necessarily cash payments. She gave us a few more ways to distribute them.
