This appears to be an ongoing prank to challenge the new Tornado Cash penalties.

Anonymous user sends ETH from Tornado Cash to prominent figures following sanctions New

On Tuesday, a day after the US Treasury sanctioned cryptocurrency mixer Tornado Cash for its alleged role in cryptocurrency money laundering operations, transaction intervals of 0.1 Ether (ETH ) began to materialize from the smart contract to the likes of Coinbase CEO Brian Armstrong. and American television host Jimmy Fallon. It is not possible to trace the source of transactions by design of Tornado Cash, and therefore one or more individuals or entities could be involved in the transaction.

Notable individuals/companies who have just received funds from a government-sanctioned entity:

- Jimmy Fallon- Shaquille O'Neal- PUMA- Randi Zuckerberg- Logan Paul- Brian Armstrong- Steve Aoki- Ukraine Crypto Donation- Dave Chappelle- Beeple

Due to the sanctions, it is illegal for any U.S. person and entity to interact with Tornado Cash smart contract addresses, blockchain, or business. Penalties for willful non-compliance can range from fines of $50,000 to $10,000,000 and 10 to 30 years in prison.

Transaction consistency indicates that the sender(s) may start a prank in order to draw the attention of law enforcement to the recipients. However, Treasury sanctions require "voluntary" engagement with blacklisted smart contract addresses as a precondition for possible criminal prosecution. Thus, it is unlikely that receiving Tornado Cash tokens for free, without any prior knowledge or commitment, would constitute a sanctions violation.
