INEC unveils campaign guidelines and advises parties on platforms

The Independent National Electoral Commission has approved the publication and publication of guidelines for the conduct of political rallies, parades and campaigns as well as the finances and electoral expenses of political parties, candidates and aspirants.

The guideline reads in part: "The target audience for political campaigns must be registered voters.

"No person participating in a political campaign should be in possession of an offensive weapon, except a police officer or a member of a security agency authorized to bear arms and specifically assigned to be present at this political campaign."

The election arbitrator also upheld the 50 million naira cap as the maximum amount of money or other assets that an individual, group of individuals or entity can donate to a political party or a candidate for an election.

The document added: "A political party shall not accept any monetary or other contribution in excess of N50,000,000 unless it identifies and discloses the source of the contribution to the Commission.

"In the event of any conflict in the date, place or timing of the activities of the various political parties, their representatives shall meet in the presence of the Commission and the Nigerian Police to resolve the issues at the friendly.

"When the parties fail to resolve the conflict amicably between them, the Commission asks the political party that submitted its summons and the approval of the police or when the presence of the representative of the police is not possible at the time, proof of the written approval of the police commissioner which is earliest in time will be a guide to resolve the dispute and later in time to reschedule his campaign. »

Recall that the INEC has set "the maximum election expenses to be incurred by a candidate in a presidential election must not exceed 5,000,000,000 naira.

"The maximum amount of election expenses to be incurred by a candidate in respect of election for gubernatorial office shall not exceed N1,000,000,000" while Section 88 (8) provides that “No individual or other entity shall donate to a candidate more than N50,000,000.”
