Russian Defense Minister Sergei Shoigu reportedly approved the withdrawal of troops from Kherson to Ukraine, in what one expert called a “major humiliation” for his military.

However, Ukrainian officials dispute the news, saying there is 'no sign Russia is leaving Kherson without a fight' as an expert says it was a 'tactical withdrawal' to allow Russia to consolidate its positions.

The wartime commander, General Sergei Surovikin, said Wednesday afternoon that the decision to withdraw was not an easy one, but it will save the lives of Russian military personnel and Russia's combat capability in the region.

In televised comments, the general said that it was no longer possible to supply the city of Kherson and offered to take defensive lines on the eastern bank of the river.

"The lives and health of our troops always come first.

“Take into account the threat to the civilian population and respect the wishes of those who wish to leave. And secure the transfer of military equipment through the Dnipro,” he said.
